تعاریف امنیت هوانوردی(2)

تعاریف امنیت هوانوردی(2) برگرفته از شیوه‌نامه 1317 سازمان هواپیمایی کشوری است که به برخی تعاریف مهم در زمینه امنیت هوانوردی می‌پردازد. در مقالات دیگر نیز به ادامه تعاریف میپردازیم. شایان ذکر است این موارد جزء اصول اولیه ای می باشد که لازم است متخصصین این حوزه بر این تعاریف تسلط کامل داشته باشند.

بازرسی امنیتی:

به بررسی اجرای الزامات مربوط به برنامه ملی امنیت هواپیمایی کشوری توسط شرکت‌های هواپیمایی، فرودگاه یا سایر نهادهای ذیربط امنیتی، بازرسي امنيتي گفته مي‌شود.

Security inspection:

An examination of the implementation of relevant national civil aviation security programme requirements by an airline, airport, or other entity involved in security

بازرسي با دستگاه:

بكارگيري ابزار یا تجهيزات فني يا ديگر وسايل جهت شناسايي و/يا كشف سلاح، مواد منفجره و يا ساير ادوات، اقلام و مواد خطرناك كه ممكن است در يك مداخله غيرقانوني مورد استفاده واقع شوند.

Screening:

The application of technical or other means which are intended to identify and/or detect weapons, explosives or other dangerous devices, articles or substances which may be used to commit an act of unlawful interference

بخش هوايي:

محوطه جابجایی در يك فرودگاه، محدوده و ساختمان‌هاي مجاور و يا بخش‌هايي از آن كه دسترسي به آنها تحت كنترل مي‌باشد.

Airside:

The movement area of an airport, adjacent terrain and buildings or portions thereof, access to which is controlled

بخش زميني:

منطقه و ساختمان هایي از يك فرودگاه یا بخشهایی از آن كه جزء بخش هوایی نیستند (مسافرين و غيرمسافرين دسترسي کنترل نشده به آنها دارند) و توسط کشور یا نهادهای مربوطه در برنامه های امنیتی مشخص شده است.

:Landside

Those parts of an airport, adjacent terrain and buildings or portions thereof that are not airside, as identified by States and relevant entities in their security programmes

بررسی امنیتی:

به ارزیابی نیازهای امنیتی شامل شناسایی آسیب پذیری‌هایی که می‌تواند در مداخلات غیرقانونی مورد استفاده قرار گیرند و توصیه اقدامات اصلاحی در خصوص آنها، بررسي امنيتي گفته مي‌شود.

Security survey:

An evaluation of security needs including the identification of vulnerabilities which could be exploited to carry out an act of unlawful interference, and the recommendation of corrective actions

بسته/کیف ديپلماتيك:

محموله اي كه در صورت دارا بودن اسناد رسمي لازم، در قبال تفتيش يا توقيف داراي مصونيت ديپلماتيك است.

Diplomatic pouch/bag:

A shipping container having diplomatic immunity from search or seizure when accompanied by the required official documentation

بررسي سوابق:

بررسي هويت و سوابق قبلي يك فرد و هرگونه سابقه جنائي وي در حدود اختيارات قانوني به عنوان بخشي از ارزيابي صلاحيت يك فرد براي اجراي كنترل امنيتي و/يا براي دسترسي بدون مأمور همراه به يك منطقه محدوده امنيتي مي‌باشد.

Background check:

A check of a person’s identity and previous experience, including where legally permissible, any criminal history, as part of the assessment of an individual’s suitability to implement a security control and/or for unescorted access to a security restricted area

برنامه امنيتي:

مجموعهاي از اقدامات مصوب كه براي حفاظت هواپيمايي كشوري در مقابل مداخلات غير قانوني مكتوب ميشود

Security programed:

Written measures adopted to safeguard international civil aviation against acts of unlawful interference

پذيرش:

فرآيند گزارش به يك شركت هواپيمايي درخصوص حضور مسافر در يك پرواز مشخص را پذيرش ميگويند.

Check-in:

The process of reporting to an aircraft operator for acceptance on a particular flight

پست:

ارسال مكاتبات و ساير اشياء دريافت شده به منظور تحويل به سرويسهاي پستي بر اساس قوانين اتحاديه جهاني پست (UPU) را شامل ميشود.

Mail:

All postal items tendered by and intended for delivery to designated postal operators to operate the postal service in accordance with the Universal Postal Union Acts

پنل (صفحه) سرویس:

محافظ دسترسی خارجی هواپیما که برای ارائه خدمات و سرویس هواپیما از جمله آب، سرویس بهداشتی و محفظه برق زمینی و سایر محفظههای خدماتی که دارای پنلهای قفل شونده خارجی هستند ، مورد استفاده قرار میگیرد.

Service panel:

Aircraft external access point used for providing aircraft services including water, lavatories and ground electrical outlets, and other service compartments that have external clip-down panels

تدارکات پذیرایی (كيترينگ):

غذا، نوشیدنی، ساير اقلام خشك و تجهیزات مربوط پذیرایی كه در داخل يك هواپيما استفاده مي شود.

Catering supplies:

Food, beverages, other dry stores and associated equipment used on board an aircraft

تحقیق امنيتي:

تحقيقی از هرگونه اقدام یا تلاش برای تداخل غيرقانوني در هواپیمایی كشوري و/يا هر مورد مشكوك يا ادعا شده در خصوص عدم اجرای برنامه ملي امنیت هواپیمایی کشوری يا ساير الزامات نظارتي و يا قانوني مرتبط با امنيت هواپیمایی کشوری ميباشد.

Security investigation:

An inquiry into any act or attempted act of unlawful interference against civil aviation and/or any alleged or suspected instance of non-compliance with a State’s National Civil Aviation Security Programme or other legal and/or regulatory requirements pertaining to civil aviation security

تجهيزات امنيتي:

ادواتي با ويژگيهاي خاص كه به تنهايي یا به عنوان بخشي ازيك سيستم براي جلوگيري يا كشف مداخلات غير قانوني در هواپيمايي كشوري و تسهيلات و امكانات آن بكار ميروند.

Security equipment:

Devices of a specialized nature for use, individually or as part of a system, in the prevention or detection of acts of unlawful interference with civil aviation and its facilities

تجسس امنیتی هواپیما:

به تجسس كامل داخل هواپیما بمنظور کشف اشیاء مشکوک، سلاح‌ها، مواد منفجره و یا سایر ادوات، وسایل و مواد خطرناک اطلاق مي‌گردد.

Aircraft security search:

An inspection of the interior of an aircraft to which passengers may have had access and an inspection of the hold for the purposes of discovering suspicious objects, weapons, explosives or other dangerous devices, articles and substances

تجهيزات تشخیص رديابي (اثر):

يك سامانه فناورانه يا تركيبي از فناوریهایی مختلف كه قادر به كشف مقادیر بسیار اندک مواد منفجره هستند و مي توانند از طريق به صدا درآوردن زنگ هشدار، هر گونه ماده مشابه را داخل بار جامه دان يا هر وسيله تحت بازرسی كشف نمايد.

Trace detection equipment:

A technology system or combination of different technologies which has the ability to detect very small amounts of explosive materials, and so to indicate, by means of an alarm, any such materials contained in baggage or other articles subjected for analysis

ترمينال:

ساختمان اصلي يا گروهي از ساختمان ها كه امور پردازش و پذيرش مسافران پرواز تجاری، بار و سوار شدن به هواپیما در محل آنها صورت ميگيرد.

Terminal:

The main building or group of buildings where the processing of commercial passengers and cargo, and the boarding of aircraft occurs

تسهيلات:

به مديريت كارآمد فرآيند كنترلي لازم با هدف تسهیل و تسريع در پذیرش و ترخيص اشخاص(مسافرین یا کادر پروازی) يا كالا (بار و محمولات پستی) و جلوگيري از تأخيرهای عملياتي غيرضروري گفته مي شود.

Facilitation:

The efficient management of the necessary control process, with the objective of expediting the clearance of persons or goods and preventing unnecessary operational delays

تسهيلات انجام امور در خارج از فرودگاه:

پايانه واسطه براي حمل مسافر یا بار واقع در مركز جمعيت شهري كه در آن تسهيلات پردازشی فراهم شده است.

Off-airport processing facilities:

A passenger or cargo transport link terminal at an urban population center at which processing facilities are provided

تهديد بمب:

يك تهديد مخابره شده است كه به صورت ناشناس يا شناسایی شده، كذب يا واقعي، نشان میدهد یا استنباط می شود كه ايمني وسيله پرنده در هواپیمای پروازی يا بر روي زمين، ايمني فرودگاه يا تجهيزات و تسهیلات هوانوردي يا اشخاص مربوطه، توسط مواد منفجره یا موارد و ادوات مشابه به مخاطره افتاده است.

Bomb threat:

A communicated threat, anonymous or otherwise, which suggests, or infers, whether true or false, that the safety of an aircraft in flight or on the ground, or any airport or civil aviation facility or any person may be in danger from an explosive or other item or device
