تعاریف امنیت هوانوردی(1)

تعاریف امنیت هوانوردی(1) برگرفته از شیوه‌نامه 1317 سازمان هواپیمایی کشوری است که به برخی تعاریف مهم در زمینه امنیت هوانوردی می‌پردازد. در مقالات دیگر نیز به ادامه تعاریف میپردازیم. شایان ذکر است این موارد جزء اصول اولیه ای می باشد که لازم است متخصصین این حوزه بر این تعاریف تسلط کامل داشته باشند.

آزمایش امنیتی:

آزمایش پنهان یا آشکار یک اقدام امنیت هوانوردی که تلاش برای ارتکاب مداخلات غیرقانونی را شبیه سازی می‌نماید.

:Security test

.A covert or overt trial of an aviation security measure which simulates an attempt to commit an unlawful act

اطلاعات حساس امنیت هوانوردی:

اسناد یا اطلاعاتی که در صورت دستیابی یا افشای آن به اشخاص غیرمجاز، میتواند برای ایجاد یا سوءاستفاده از یک آسیب پذیری یا تسهیل یک مداخله غیرقانونی علیه هواپیمایی کشوری استفاده شود.

:Sensitive Aviation Security Information

Information that, if accessed by or disclosed to unauthorized persons, could create or be used to exploit a vulnerability or facilitate an act of unlawful interference against civil aviation

اصول عوامل انسانی:

اصولي كه در طراحي، تأييد، آموزش، عمليات و تعمير و نگهداري هوانوردي به كار گرفته مي‌شود و به دنبال ارتباط ايمن فرد با ساير اجزاء سيستم با تكيه بر عملكرد انساني مي‌باشد.

:Human factors principles

Principles which apply to design, certification, training, operations and maintenance and which seek safe interface between the human and other system components by proper consideration to human performance

افسر امنيتي داخل پرواز:

فردي كه از سوي كشور بهره‌بردار يا ثبت کننده هواپيما مجاز شده است به منظور حفاظت از هواپيما و سرنشينان آن در برابر مداخلات غيرقانوني در هواپيما مستقر ‌گردد. نفرات استخدامی بمنظور تامین امنیت شخصيت‌ها و افراد ويژه مانند محافظين شخصی متفاوت از افسرامنيتي داخل پرواز میباشند.

:In-flight security officer

A person who is authorized by the government of the State of the Operator and the government of the State of Registration to be deployed on an aircraft with the purpose of protecting that aircraft and its occupants against acts of unlawful interference. This excludes persons employed to provide exclusive personal protection for one or more specific people travelling on the aircraft, such as personal bodyguards

اقلام داراي محدوديت:

اقلامی که در زمینه امنیت هوانوردی به عنوان اقلام، وسایل یا موادی که ممکن است برای ارتکاب یک مداخله غیرقانونی در هواپیمایی کشوری مورد استفاده قرارگیرد یا ایمنی هواپیما و سرنشینان آن یا تجهیزات، تأسیسات یا عموم مردم را به مخاطره اندازد، مشخص شده اند.

:Restricted articles

Articles which are, in the specific context of aviation security, defined as those articles, devices or substances which may be used to commit an act of unlawful interference against civil aviation or which may endanger the safety of the aircraft and its occupants, or installations, or the public

اقلام پذیرایی:

تمامي اقلام، بجز تدارکات پذیرایی، كه مربوط به ارائه خدمات به مسافرين در پرواز مي باشند، برای مثال روزنامه ها، مجلات، گوشي هاي هدفون، نوارهاي صوتي و تصويري، بالشها و پتوها، بسته های رفاهی و سرگرمي.

:Catering stores

All items, other than catering supplies, associated with passenger in-flight services, for example newspapers, magazines, headphones, audio and video tapes, pillows and blankets, and amenity kits

امنيت:

به حفاظت از هواپيمايي كشوري در مقابل مداخلات غيرقانوني اطلاق مي‌گردد. این هدف از طريق تركيبي از اقدامات و منابع انساني و مادي محقق میشود.

:Security

Safeguarding civil aviation against acts of unlawful interference. This objective is achieved by a combination of measures and human and material resources

بار (باربری):

هر گونه اموالي بجز محمولات پستي، اقلام، بار همراه يا بار سوء اداره شده كه در هواپيما حمل مي‌گردد.

Cargo:

Any property carried on an aircraft other than mail, stores and accompanied or mishandled baggage

بار تجمعي:

محمولهاي از بسته هاي گوناگون مربوط به چند نفر كه هر کدام قرارداد جداگانهاي برای حمل هوایی آن با غير از شركت هواپيمايي برنامه هاي، بسته باشند.

:Integrated/consolidated cargo

A consignment of multiple packages which has been originated by more than one person, each of whom has made an agreement for carriage by air with another person other than a scheduled aircraft operator

بار (جامه دان):

اموال شخصي مسافرين يا خدمه پرواز كه بر اساس توافق با شركت هواپيمايي در کابین يا محل بار هواپيما حمل ميگردد.

:Interline baggage

The baggage of passengers subjected to transfer from the aircraft of one operator to the aircraft of another operator in the course of their journey

بار (جامه دان) سوء اداره شده (بدون صاحب):

جامه دانی که سهواً و یا بطور غیر ارادی از مسافرین و یا خدمه پرواز جدا شده است.

:Mishandled baggage

.Baggage involuntarily, or inadvertently, separated from passengers or crew

بار (جامه دان) غیر همراه:

جامه دانی که بعنوان بار هوایی حمل میگردد و ممکن است با همان پروازی که مسافر صاحب جامه دان در آن حضور دارد یا (بر حسب شرایط) با پروازی دیگر حمل شود.

:Unaccompanied baggage

.Baggage that is transported as cargo and may or may not be carried on the same aircraft with the person to whom it belongs

بار (جامه دان) ناشناس:

جامه دانی دارای برچسب مشخصات یا بدون آن در یک فرودگاه که توسط یک مسافر (صاحب آن) برداشته نشده یا صاحب آن شناسایی نگردیده است.

:Unidentified baggage

.Baggage at an airport, with or without a baggage tag, which is not picked up by or identified with a passenger

بار (جامه دان) همراه:

بار مسافرين پروازی كه براي حمل در قسمت بار همان هواپيما پذيرفته ميشود.

:Accompanied hold baggage

Baggage which is accepted for carriage in the hold of an aircraft and which is checked in by the passenger who is on board

بار یا محموله پستی با ریسک بالا:

بار یا محموله پستی که توسط شخص ناشناس یا نشانه‌های جعلی ارائه می‌شود باید با عنوان ریسک بالا در نظر گرفته شوند اگر علاوه بر این، یکی از شرایط زیر نیز حاصل گردد:

الف) اطلاعات خاصی حاکی از آن است که این بار یا محموله پستی تهدیدی برای هواپیمایی کشوری ایجاد میکند، یا

ب) بار یا محموله پستی خلاف قواعد را نشان میدهد که سوء ظن را تشدید میکند، یا

ج) ماهیت بار یا محموله پستی به شکلی است که اقدامات امنیتی پایه ممکن است به تنهایی اقلام ممنوعه را کشف نکنند که میتواند هواپیما را به مخاطره بیندازد.

صرف نظر از اینکه بار یا محموله پستی از طرف یک شخص یا نهاد شناخته شده یا ناشناخته باشد، اطلاعات خاص کشور درباره یک محموله ممکن است آن را به عنوان ریسک بالا معرفی کند.

: High-risk cargo or mail

Cargo or mail presented by an unknown entity or showing signs of tampering shall be considered high risk if, in addition, it meets one of the following criteria
a) Specific intelligence indicates that the cargo or mail poses a threat to civil aviation; or
b) The cargo or mail shows anomalies that give rise to suspicion; or
c) The nature of the cargo or mail is such that baseline security measures alone are unlikely to detect prohibited items that could endanger the aircraft

Regardless of whether the cargo or mail comes from a known or unknown entity, a State’s specific intelligence about a consignment may

:Transfer cargo and mail

Cargo and mail departing on an aircraft other than that on which it arrived

بار و محموله پستی عبوری:

بار و محموله پستی خروجی با هواپیمایی که آنها را وارد کرده است.

Transit postal cargo and shipments

goods and parcels that are passing through a country as part of international transportation, typically moving from the sender’s country to the final destination, without being intended for local distribution or sale within the transit count.
